Purpose

Evidence strength must match the importance and certainty of each claim.

Required practice

Prefer primary research, systematic reviews, official technical guidance and authoritative datasets. Record the exact source and access date. Secondary summaries may provide context but should not carry a decisive claim when a suitable primary source exists.

Accountability

State uncertainty, population and geographic limits, conflicts and material disagreement. Do not turn association into causation or recommendations into guarantees.
